Who Needs to Fax Election Documents?

Fax remains a legally accepted method for submitting absentee ballot applications in more than 20 states. The Federal Voting Assistance Program (FVAP) discontinued its fax relay service, so voters must now fax directly to their county election office. These voters rely on fax the most:

Military Service Members

Active-duty personnel stationed overseas or at domestic bases without fax machines. Protected under UOCAVA and the MOVE Act. Can use the FPCA to register and request absentee ballots simultaneously.

Overseas U.S. Citizens

Expats, workers, students, and retirees living abroad. Only 11% of the 2.2 million eligible overseas voters participated in 2024. International mail delays make fax critical for meeting deadlines.

Military Spouses & Dependents

Covered under UOCAVA as dependents of uniformed service members. Often relocate with PCS orders and need to re-register or request absentee ballots in new jurisdictions.

Domestic Voters in Fax-Accepting States

Voters in states like Georgia, Florida, Texas, Virginia, and Ohio who prefer fax over mail for speed, especially close to application deadlines.

Election Documents You Can Fax

Rules vary by state. Most states accept faxed absentee ballot applications, and many accept the federal FPCA by fax even when they do not accept their own state forms by fax.

Ballot Request Forms

  • FPCA (Federal Post Card Application / SF-76) — voter registration and absentee ballot request for military and overseas voters
  • State absentee ballot application forms — accepted by fax in 20+ states
  • FWAB (Federal Write-In Absentee Ballot / SF-186) — backup ballot for UOCAVA voters

Supporting Documents

  • Photo ID copies required by some states with absentee ballot applications
  • Proof of military or overseas status for UOCAVA eligibility
  • FVAP cover sheets for faxing election materials to county offices

Voted Ballots (Limited)

  • Alaska — voters who requested fax or online delivery
  • California — military/overseas outside U.S. territory
  • New Jersey — received by 8:00 PM on Election Day
  • North Carolina — received by 7:30 PM ET on Election Day

Rules differ significantly between states and between UOCAVA (military/overseas) voters and domestic voters. Always confirm your state's rules at FVAP.gov or your Secretary of State website before faxing.

States That Accept Faxed Absentee Ballot Applications

The following states accept absentee ballot applications or FPCA forms by fax. Some states accept fax only for UOCAVA (military/overseas) voters, not domestic voters. Always verify current rules with your state.

*Ohio accepts faxed FPCA from military/overseas voters only. Eight states conduct all-mail elections (CA, CO, HI, NV, OR, UT, VT, WA) and use different procedures.

Texas

Faxed FPCA for voter registration must be followed by a hardcopy mailed within 4 business days. This rule does not apply to emailed FPCA or ballot-request-only submissions.

Ohio

Accepts faxed FPCA from military/overseas voters only. Domestic voters cannot fax state absentee ballot request forms.

FVAP's Fax Relay Service Has Been Discontinued

The Federal Voting Assistance Program (FVAP) previously operated a free fax relay service where military and overseas voters could email their election materials to fax@fvap.gov and FVAP would fax them to the local election office. This service has been discontinued.

Voters can no longer send their voted ballots or applications to fax@fvap.gov for forwarding. If your state requires or accepts fax submission, you must fax directly to your county or state election office.

OneFaxNow fills this gap. Upload your completed FPCA, state absentee ballot application, or FWAB, enter your election office's fax number, and send it directly — no physical fax machine needed.

Key Election Deadlines to Know

Missing a deadline means your vote may not count. Fax delivers in minutes instead of days or weeks by mail.

August 1

Recommended FPCA submission date for general elections to ensure your state has time to process and mail your ballot.

45 Days Before Election

Under the MOVE Act, states must transmit ballots to UOCAVA voters at least 45 days before a federal election. Submit your request before this date.

State Application Deadlines

Each state sets its own deadline for receiving absentee ballot applications. Many are 7-30 days before election day. Check your state's deadline at FVAP.gov.

Election Day Return Deadlines

If your state allows faxing voted ballots, the deadline is typically 7:30-8:00 PM local time on Election Day. Late faxes are not counted.

Federal Laws Protecting Your Right to Vote by Fax

Guarantees military service members, their spouses and dependents, and U.S. citizens living overseas the right to vote absentee in federal elections. States must provide absentee registration and voting procedures for UOCAVA voters.

MOVE Act (2009) — Military and Overseas Voter Empowerment Act

Requires states to transmit ballots to UOCAVA voters at least 45 days before federal elections and to provide electronic transmission options (including fax) for blank ballot delivery. Implemented by the 2010 general election.

Absentee Ballot Fax Questions

Can I fax my absentee ballot application?
Yes, more than 20 states accept faxed absentee ballot applications, including Georgia, Florida, Texas, Virginia, Michigan, New York, and many others. Military and overseas voters can fax the FPCA (Federal Post Card Application) in most states. Check your state’s specific rules at FVAP.gov or your Secretary of State website.
Can I fax my actual voted ballot?
Only a few states allow faxing voted ballots, and typically only for military or overseas (UOCAVA) voters. You must sign an Oath of Voter waiving your right to a secret ballot. States that permit faxed ballot return include Alaska, California (military only), New Jersey, and North Carolina. Most states do not accept voted ballots by fax.
What is the FPCA and who can use it?
The Federal Post Card Application (FPCA / Standard Form 76) is a federal form that military service members, their spouses and dependents, and U.S. citizens living overseas can use to simultaneously register to vote and request an absentee ballot. It is issued by the Federal Voting Assistance Program (FVAP) and accepted by all states.
What happened to the FVAP fax relay service?
FVAP discontinued its fax relay service. Voters can no longer email documents to fax@fvap.gov for forwarding. You must now fax directly to your county or state election office using your own fax machine or an online fax service like OneFaxNow.
Where do I find my election office fax number?
Visit FVAP.gov, USVoteFoundation.org, or your state Secretary of State website for a searchable directory of local election offices. Many county election office websites also list fax numbers directly. Always verify the number before sending, as fax numbers can change between election cycles.
How close to Election Day can I fax my application?
Deadlines vary by state — most require absentee ballot applications 7 to 30 days before Election Day. For general elections, FVAP recommends submitting your FPCA by August 1 to ensure your state has time to mail your ballot. Under the MOVE Act, states must send ballots to UOCAVA voters at least 45 days before a federal election.
Do I need HIPAA mode for election documents?
No. Election documents like ballot applications, voter registration forms, and the FPCA are not medical records and do not contain Protected Health Information. Standard mode at $3.50 for 1–10 pages is appropriate for all election-related faxes.
