No. USCIS does not accept primary form filings by fax. Forms must be filed online via myUSCIS or mailed to the appropriate lockbox or service center. However, you can fax supporting documents, RFE responses, and NOID responses to USCIS service centers when your notice specifically instructs fax submission.
